Defence is too vital an issue to be the preserve of experts and professionals. Defence involves the survival of the nation. Its institutions, its territory, its vital interests, just as much as its values and its ability to withstand adversity. Defence is, of course, a policy. It is a commitment for the men and women who have chosen the profession of arms. But it is also the expression of a people's determination to remain masters of their own destiny.
Thinking about defence is the aim of the «Rencontres IHEDN» organised by the Institut des Hautes Études de Défense Nationale on a Saturday at the École Militaire. A dozen round tables, in dedicated areas, provide an opportunity for thinkers, practitioners and representatives of civil society to discuss «citizen» themes designed to bring into the public arena a debate that affects our future.
