{"id":4139,"date":"2018-10-12T07:47:29","date_gmt":"2018-10-12T05:47:29","guid":{"rendered":"https:\/\/fdd.concilium.click\/chaire-economie-de-defense-retour-sur-la-journee-detude-du-10-octobre-2018\/"},"modified":"2024-09-24T14:02:16","modified_gmt":"2024-09-24T12:02:16","slug":"chaire-economie-de-defense-retour-sur-la-journee-detude-du-10-octobre-2018","status":"publish","type":"post","link":"https:\/\/fdd-ihedn.fr\/en\/chaire-economie-de-defense-retour-sur-la-journee-detude-du-10-octobre-2018\/","title":{"rendered":"[chaire ECODEF] Retour sur la journ\u00e9e d\u2019\u00e9tude du 10 octobre 2018"},"content":{"rendered":"<section class=\"section\">\n<article id=\"post-6459\" class=\"post post-6459 type-post status-publish format-standard hentry category-activites category-actualites category-conferences-seminaires-journee-d-etudes tag-centenaire-armistice tag-cliometrie tag-conference tag-conflits tag-guerre-14-18 tag-histoire tag-histoire-militaire tag-premiere-guerre-mondiale\">As the centenary of the Armistice approaches, the <a href=\"https:\/\/economie-defense.fr\/\"><strong>Chair in Defence Economics<\/strong><\/a> organised this<strong> 10 October 2018<\/strong>, the\u2019<strong>Military school,<\/strong> a study day on the theme : <strong>\u00abLes morts de la Grande Guerre: Hasard ou d\u00e9terminisme?.<\/strong>Desired by <strong><a href=\"http:\/\/gretha.u-bordeaux.fr\/fr\/members\/belin-jean\" target=\"_blank\" rel=\"noopener\">Jean Belin<\/a>,<\/strong> holder of the Chair, and <a href=\"https:\/\/www.sciencespo-lyon.fr\/content\/parent\" target=\"_blank\" rel=\"noopener\"><strong>Antoine Parent<\/strong>,<\/a> University professor at Sciences-Po Lyon and coordinator of the CAC-IXXI team, this day brought together <strong>researchers from different disciplines<\/strong> whose work focuses on <strong>analysis of the Great War dead<\/strong> to offer a <strong>fresh perspective<\/strong> on as yet unexplored issues. Much of the empirical work is based on the database provided by the <a href=\"http:\/\/www.servicehistorique.sga.defense.gouv.fr\/\" target=\"_blank\" rel=\"noopener\">SHD<\/a> (Service Historique de la D\u00e9fense) and entitled <strong><a href=\"http:\/\/www.memoiredeshommes.sga.defense.gouv.fr\/\" target=\"_blank\" rel=\"noopener\">\u201cMemory of Men\u201d<\/a>.<\/strong><\/p>\n<p>The event brought together some 200 participants, including <strong>a strong presence of students <\/strong>lyc\u00e9es F\u00e9nelon (Paris 6\u00e8me) and Hoche (Versailles).<\/p>\n<p>After a <strong>introduction<\/strong> from <strong>Jean Belin<\/strong>, <strong>Antoine Parent<\/strong> put the work presented into perspective, and recalled the importance of the event in relation to the <strong>Armistice centenary commemorations<\/strong>. This presentation was the synthesis of a <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/10242694.2018.1460715\" target=\"_blank\" rel=\"noopener\">published article<\/a> by the author (with Antoine Parent) in a special issue of the journal <em>Defence and Peace Economics<\/em> and coordinated by Julien Malizard, researcher at the Chaire \u00c9conomie de D\u00e9fense.<\/p>\n<p><strong>Olivier Guillot (BETA, Univ. de Lorraine)<\/strong> then proposed an analysis of the inequalities in survival times among soldiers who \u00abDied for France\u00bb, as well as the impact on these data of the number of commendations of the regiment or of those shot in its ranks. The mathematician <strong>Nicole El Karaoui<\/strong> <strong>(Paris Sorbonne)<\/strong> enriched the debate with his statistical and personal experience of these issues.<\/p>\n<figure id=\"attachment_6468\" class=\"wp-image-6468 aligncenter\">\n<p><figure style=\"width: 568px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/fdd-ihedn.fr\/wp-content\/uploads\/2020\/04\/tr1.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/fdd-ihedn.fr\/wp-content\/uploads\/2020\/04\/tr1.jpg\" alt=\"\" width=\"568\" height=\"426\" \/><\/a><figcaption class=\"wp-caption-text\">Olivier Guillot, BETA, Univ. de Lorraine, 10 October 2018, First round table<\/figcaption><\/figure><\/figure>\n<h2><\/h2>\n<h2>Second round table<\/h2>\n<p>The second round table discussed the <strong>strategic choices<\/strong> operated by the high command. The operational research (OR) approach of <strong>Jesus Gonzalez-Feliu (\u00c9cole des Mines de Saint-\u00c9tienne)<\/strong> has shown that certain military logistics plans followed a form of optimisation, taking into account the RO techniques of the time.<\/p>\n<p><strong>Gilles Gaba (Isfa, Univ. Lyon 1)<\/strong> and <strong>St\u00e9phane Loisel (Isfa, Univ. Lyon 1) <\/strong>have used geomatics to study the movements of regiments at the front. <strong>C\u00e9cile Bastidon (LEAD, Univ Toulon)<\/strong> and <strong>Herv\u00e9 Pierre (Earth Advisor to the Prime Minister)<\/strong> brought their economic insight and military experience to the discussion.<\/p>\n<figure style=\"width: 585px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/fdd-ihedn.fr\/wp-content\/uploads\/2020\/04\/tr2.jpg\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/fdd-ihedn.fr\/wp-content\/uploads\/2020\/04\/tr2.jpg\" alt=\"\" width=\"585\" height=\"439\" \/><\/a><figcaption class=\"wp-caption-text\">Second round table discussion, 10 October 2018<\/figcaption><\/figure>\n<h2><\/h2>\n<h2>Third round table<\/h2>\n<p>Finally, the question of \u201cthose who remain\u201d was at the heart of the third round table. <strong>Gilles Vergnon (Sciences Po Lyon)<\/strong> studied the violence of civil society and the return of soldiers from the front.<strong> Gilles le Garrec (Sce Po, OFCE)<\/strong> and <strong>Vincent Touz\u00e9 (Sce Po, OFCE)<\/strong> then assessed the first French social policies to emerge in favour of widows, invalids and wards of the nation following the First World War.<\/p>\n<p>Two testimonials then added a more personal touch: <strong>Fr\u00e9d\u00e9ric Gannon (Univ. du Havre, OFCE)<\/strong> presented the biography of his great-grandfather, Georges Patard, and <strong>Pierre-Yves P\u00e9guy (LAET, Univ. Lyon 2)<\/strong> of his grandfather Charles P\u00e9guy, who died at the front in 1914. These works were then discussed by <strong>Isabelle Davion (Sorbonne University)<\/strong> and <strong>Mehrdad Vahabi (Univ.
